To: the Nashville-Davidson Metropolitan Council (40 members) with an elected Mayor
Garland County, Arkansas’s jail runs a farm program, and Garland County Habitat for Humanity has built more than 170 homes since 1995. A federally funded review of studies found that vocational training in prison raised employment after release more than other education did. We ask Nashville-Davidson to pilot an optional, paid crew that builds homes alongside a licensed builder and a housing nonprofit.

When it reaches the goal it’s handed to the officials named above at a public meeting, and their answer is posted online. This is a petition to your elected officials — like the clipboard at the courthouse door. It does not put anything on the ballot; that takes the state’s official petition process. Names are never shown publicly. County Commons — an independent, nonpartisan public-records project.
